Vietnam's EVN Inaugurates State-of-the-Art National Smart Grid Control Center Delivered by OSI

Open Systems International, Inc. (OSI) has completed the implementation of a new multi-level Hierarchical SCADA/EMS (HSEMS) System based on OSI's monarch™ platform for The National Load Dispatch Centre of Vietnam (NLDC). This marks a significant achievement for the country of Vietnam considering the anticipated major growth of the power sector due to Vietnam's rapid economic expansion.

NLDC, under the presence of Deputy Prime Minister Hoang Trung Hai, inaugurated the new national control center on January 6, 2016 in Hanoi. The new hierarchical EMS system will facilitate more efficient planning and operation of Vietnam's bulk power electricity system and the power market by providing advanced functionality for forecasting, monitoring, controlling and optimizing power generation, transport and delivery to a population of more than 70 million. Other regional control centers are located in Ho Chi Minh City, Danang and Hanoi.

NLDC is owned and operated by EVN, a state-owned utility and the largest power company in Vietnam, engaged in the generation, transmission and distribution of electricity for the whole Vietnamese territory. EVN has an installed generation capacity of 13,934 MW and an electric network of 27,046 kilometers (16,806 mi).

The new hierarchical Energy Management System is comprised of a National Level EMS system and three regional EMS's operated by the three regional transmission companies in Vietnam. The systems delivered include: Advanced Graphical User Interface (GUI) and Situational Awareness functionality; Advanced Alarm Management; Real-time and Historical Trending; Supervisory Control and Data Acquisition; Distributed Communications Front-end Processors; Historical Information System and Data Archiving; Inter-control Center Communications Protocol; Load Shed and Restoration; Automatic Generation Control and Dispatch; Short-Term Load Forecasting; Market Operations Interfaces; Network Security Analysis; Dynamic Security Assessment and Voltage Stability Analysis; Transient Stability Analysis; Operator Training Simulator; Common Information Model Interfaces; and Switching Order Management software products.
