Riverside Public Utilities of California Awards OSI a Contract to Supply a New Electric SCADA System

Open Systems International, Inc. (OSI) has been awarded a contract to supply a replacement SCADA System to the City of Riverside Public Utilities of California (RPU), replacing the present ABB SPIDER™ system.

The geographically distributed system will be based on OSI's monarch™ open architecture and includes Supervisory Control and Data Acquisition, DNP communications over IP, Historical Archiving, Topology Processing, Network Analysis, Data Warehousing, Calculation and Trending capabilities, a Program Development System, and an Operator Training Simulator to enhance operator training.

RPU's main objective was that the new SCADA System be based on an "open system architecture" facilitating upgrades of hardware and software as well as a lower recurring maintenance cost. RPU's objectives were best met with the OSI monarch architecture and the proposed OSI implementation strategy.

Other objectives included replacement of the existing legacy Remote Terminal Units (RTU's) and their associated proprietary protocol with an open and modern protocol such as the DNP protocol over IP; co-locating system components in two (2) geographically distinct sites to achieve the desired increase in reliability for disaster recovery; and lastly acquiring the capabilities for better dispatcher training through the implementation of an Operator Training Simulator.
