Tasmania's Electric Company, Transend Networks Pty Ltd, Awards Contract to OSI for Implementation of a Transmission Network Operations and Control System

Open Systems International, Inc. (OSI), an industry leader providing open and high-performance automation solutions to electric utilities worldwide, has been awarded a contract by Transend Networks Pty Ltd, Tasmania, Australia, to provide an Energy Management System (EMS) to be used as Transend's Network Operations and Control System (NOCS). The new system will facilitate Tasmania's entry into Australia's National Electricity Market and will provide real-time control, monitoring, and efficient planning of Tasmania's transmission system.

The proposed NOCS system is comprised of a redundant Energy Management System and backup control system, as well as an Operator Training Simulator. The system is based on the Windows® 2000 operating system and Microsoft® SQL database management applications.

The proposed project is based on an accelerated implementation strategy, including delivery of the system four months after contract award, site acceptance testing and trials within six months of contract award, and practical completion and commissioning ten months after contract award, in August 2002. This accelerated implementation schedule is achieved by using OSI's standard field-proven monarch™ platform and EMS applications and using a dedicated on-site integration team as well as using standard hardware platforms sourced locally in Tasmania.

Transend Networks Pty Ltd (www.transend.com.au) owns and operates the electricity transmission system in Tasmania. Transend's assets were valued at $450 million in 2001 and they transport electricity from power stations to different substations around the state of Tasmania. Transend owns a system of 3,500 kilometers of transmission lines, 45 substations and ten switching stations. In addition to day-to-day network operations, Transend is responsible for maintaining power system security and assisting with power system planning.
