National Load Dispatch Centre of Vietnam Selects OSI Technology for a Large Scale National Power Transmission Management System

Open Systems International, Inc. (OSI) has been selected by the National Load Dispatch Centre (NLDC) of Vietnam, to supply a multi-level new Hierarchical SCADA/EMS (HSEMS) for Vietnam's national transmission grid. This large-scale project encompasses the replacement of four existing control systems; for NLDC and each of the three Regional Load Dispatch Centers (RLDC's).

Established in 1994, NLDC is the wholly owned subsidiary of Electricity Vietnam (EVN), a state-owned utility and the largest power company in Vietnam. NLDC is responsible for performing load dispatching, power market trading and other electricity activities throughout Vietnam.

The purpose of this project is to implement a Hierarchical SCADA/EMS (HSEMS), comprising a set of tightly integrated, geographically distributed and redundant Supervisory and Control Systems (SCS's) to support NLDC's operation of the entire Vietnam bulk Interconnected Electric Power System. The four system sites include the National Load Dispatch Centre (NLDC) in Hanoi; the Northern Regional Load Dispatch Center (NRLDC) in Hanoi; the Central Regional Load Dispatch Center (CRLDC) in Da Nang; and the Southern Regional Load Dispatch Center (SRLDC) in Ho Chi Minh City. Financing for this project is being provided by the World Bank.

The new HSEMS system is based on OSI's monarch™ architecture and will include OSI's next-generation Graphical User Interface (GUI) and Situational Awareness System; Advanced Alarm Management System; Real-time and Historical Trending; Supervisory Control and Data Acquisition; Communications Front-end Processor; Historical Information System and Data Archiving; Inter-control Center Communications Protocol; Load Shed and Restoration; Automatic Generation Control and Dispatch; Short-Term Load Forecasting; Market Operations Interfaces; Network Security Analysis; Dynamic Security Assessment and Voltage Stability Analysis; Transient Stability Analysis; Operator Training Simulator; Common Information Model Interfaces; and Switching Order Management software products.
