Washington Public Energy Utility, Cowlitz PUD Awards New SCADA Contract to OSI

Open Systems International, Inc. (OSI) has been awarded a contract by Cowlitz PUD (Public Utility District No. 1) of Washington, for a comprehensive new Supervisory Control and Data Acquisition (SCADA) system.

Public Utility District No. 1 of Cowlitz County, WA (Cowlitz PUD) is a publicly owned energy utility that provides low-cost, reliable electrical service to 48,200 residential, commercial, industrial and street lighting customers. Facing the increasingly rigid compliance requirements of NERC, WECC and other regulatory bodies--and seeking newer technology compared to its existing legacy SCADA system—Cowlitz PUD has decided to upgrade to a comprehensive new SCADA system based on OSI's next-generation monarch™ (Multi-platform Open Network ARCHitecture) technology.

The proposed new system for Cowlitz is based on OSI's monarch distributed open network architecture, featuring an advanced Microsoft .NET based Graphical User Interface and including SCADA, Real-time and Historical Trending, Communications Front-end Processing, Historical Information and Data Archiving, Secure Inter-control Center Communications Protocol, Real-time Calculations, Open Database Connectivity, Operator Training Simulator, Distribution Network Topology Analysis and SNMP communications interfaces.

"Cowlitz PUD is happy to be partnering with OSI in the implementation of the monarch SCADA platform. OSI's quality products will allow Cowlitz to meet NERC, CIP, WECC compliance requirements in addition to more reliable system operability. OSI understands the needs and goals of medium sized utilities like Cowlitz. We are excited to work with OSI to develop a smarter and more reliable electrical infrastructure to serve our customers," said Rick Syring, Director of Engineering for Cowlitz PUD.

"OSI is pleased to have Cowlitz join our diverse family of users. Facilitating full compliance to NERC, CIP, WECC and other regulatory mandates is a major part of OSI's comprehensive product strategy and we are pleased to see our efforts benefit our valued users such as Cowlitz PUD. Already off to a promising start, OSI is looking forward to a lasting and productive partnership with Cowlitz PUD," said Bahman Hoveida, President and CEO of OSI.

The District is governed by a three-member locally elected Board of Commissioners and is independent of state, county and city government.
