Southern Illinois Power Cooperative Awards OSI a Contract to Supply a Linux-Based SCADA/Energy Management System

Open Systems International, Inc. (OSI) has recently been awarded a contract to supply a replacement SCADA/Energy Management System (EMS) to Southern Illinois Power Cooperative (SIPC).

The new SCADA/EMS system will be installed in the SIPC Electric Systems Operations Control Center in Marion, Illinois, replacing an existing SCADA System that is nearing the end of its lifecycle. The new Open EMS system will allow SIPC to optimally manage its current generation and distribution assets, which include two (2) large power plants, 130 delivery substations and 16 switching stations. In addition, the system will provide an open design that allows ease of expansion and alteration in a cost effective and efficient manner allowing SIPC to join the MISO market in the near future.

The proposed system is based on OSI's distributed and open monarch™ architecture and includes Supervisory Control and Data Acquisition, Automatic Generation Control and Dispatch, DNP communications, Historical Information Archiving, Interchange Scheduling and Load Forecasting. The system will utilize the SuSE Linux operating system for servers, Microsoft® Windows® operator workstations, and MySQL database management system. A secondary phase of the project will interface the EMS to the MISO Market.

"The SIPC system represents yet another implementation of our popular Linux based SCADA/Energy Management System. We welcome SIPC to our family of Linux monarch users and we are looking forward to a very speedy project implementation. The proposed Linux based EMS should provide many advantages to SIPC including a lower life cycle cost, improved performance, and optimized cyber security over other rival systems," said Bahman Hoveida, OSI President & CEO.

"We are very impressed by the capability of the OSI system and its openness and non-use of proprietary hardware and software as well as the large user community behind the product. We are looking forward to a successful project execution," said William G. Hutchison, Systems & Power Marketing Department Manager at Southern Illinois Power Cooperative.

Southern Illinois Power Cooperative (SIPC) (www.sipc.coop) is a generation and transmission cooperative located on Lake of Egypt, south of Marion, Illinois, with a total generation capacity of 433 MW. SIPC is owned and controlled by its six member distribution cooperatives: Southeastern Illinois Electric Cooperative; Egyptian Electric Cooperative with headquarters at Steeleville; Southern Illinois Electric Cooperative at Dongola; Monroe County Electric Cooperative at Waterloo; Tri-county Electric Cooperative at Mount Vernon; and Clinton County Electric Cooperative at Breese.
